The INSPIRE project supports the sustainable and inclusive development of European rural areas by promoting social well-being and inclusion of rural dwellers and vulnerable groups. In particular, the project contributes to advancing in a multi-dimensional way the concept of social inclusion in rural areas, and supports the access to high-quality social services by rural citizens through a series of awareness raising, capacity-building, and pilot deployment activities that focus on social entrepreneurship in a set of 7 different pilot territories (e.g., coastal, rural, peri-urban, mountainous).
Key Objectives and Vision
INSPIRE provides a novel territorial typology of rural areas, sets up and operationalises 7 “Smart Village labs”, and enhances governance frameworks and informed policy-making through e-democracy and user-innovation techniques, to eventually deliver a dedicated Rural Social Inclusion Policy Dashboard.
It deepens the understanding of social inclusion dynamics in rural contexts, maps and benchmarks social services and social economy models across diverse territories, and enhances local governance frameworks through the practical implementation of Smart Village abs. Furthermore, INSPIRE co-develops and pilots innovative social economy solutions to upgrade social services for rural populations in vulnerable situation tailored to local needs, while formulating policy recommendations to improve social inclusion, equitable and affordable access to services for vulnerable groups, and support for the rural social economy.

INSPIRE stands out through its integrated, multi-layered approach to tackling rural social exclusion. The project connects research, community-driven innovation, and long-term policy engagement to create real, lasting impact on rural Europe. By addressing the challenges of marginalisation from the ground up while simultaneously engaging with regional and national authorities, the project ensures that solutions are both locally relevant and systemically impactful.
How will it do it
To turn its vision into action, INSPIRE will:
- Conduct in-depth and multi-method research on social inclusion and marginalisation in rural Europe, examining conditions at micro, meso and macro levels.
- Investigate the role of the social economy and how key services are delivered in these rural contexts.
- Co-develop Smart Village labs that foster bottom-up community engagement and support governance frameworks. These labs will also promote social entrepreneurship, offer capacity building to rural citizens, and provide mentoring for promising social economy ideas.
- Engage with policymakers through a dedicated Network of Interest to promote inclusive rural governance.
- Provide practical tools, including a Replication Guidebook and a Rural Social Inclusion Policy Dashboard, to support evidence-based decision-making.
White Research’s Role in INSPIRE
White Research serves as the coordinator of the INSPIRE project, guiding the overall strategic direction, ensuring effective collaboration among partners, and overseeing the successful delivery of project goals. In this role, WR is responsible for aligning the diverse expertise within the consortium, managing timelines and resources, and ensuring the consistency and quality of all activities. This coordination includes strategic planning, daily project management, progress monitoring, and facilitating clear communication among all stakeholders. Such leadership is essential to keeping the project focused, impactful, and responsive to the evolving needs of rural communities across Europe.
Beyond operational efficiency, the coordination role is key to upholding scientific and ethical standards, meeting policy objectives, and ensuring that project outcomes are both high-quality and replicable. With its solid track record in managing EU-funded initiatives, White Research brings the experience and structure needed to keep INSPIRE on course and deliver long-term value for rural areas.
In addition to its coordination responsibilities, White Research also leads the development of Smart Village Labs. Through coordination with the pilot partners and bottom-up community engagement, White Research ensures that these labs function as participatory spaces where rural citizens can co-design inclusive, innovative solutions tailored to their local challenges and opportunities. Moreover, White Research is responsible for the monitoring and evaluation of pilot deployment activities. Through concrete indicators and robust data collection instruments, WR showcases the quantitative and qualitative impact of locally grounded activities on the social and economic well-being of rural communities.
